‘Decision not to talk of MoU sizes taken at the highest level’


Gujarat’s industries secretary, Maheshwar Sahu, is a relaxed man these days. He has every right to be as his department was the chief organiser of the recently concluded Vibrant Gujarat Summit 2013. The event saw signing of over 17,700 MoUs, more than twice the number in the 2011 Summit. This was also the first time when the size of MoUs signed at the event was not disclosed. In a conversation with DNA, the senior IAS officer said he didn’t have sleepless nights in the run-up to the Summit, “as responsibilities for the mega-event were evenly distributed among a host of capable 
officers.” Excerpts:
About the Summit
The Vibrant Gujarat Summit 2013 has set new benchmarks. The event was the largest of its kind in the country. Not just in sheer size, the event was bigger and better than the previous Summits in every sense possible. Be it in participation, number of dignitaries, presence of countries or seminars organised, no other event can even come close to matching this event.
On the Summit’s high point
The huge participation of industrialists, diplomats, academia and thinkers from across the country and the world was the high point of the Summit. The event provided a platform to discuss innovation, sustainability, youth development and knowledge, which are issues of national and international importance.
On the Summit’s impact on Gujarat
The successive Vibrant Gujarat Summits have played a key role in placing Gujarat on the world map in the last decade or so. They have contributed a great deal in Gujarat developing an extremely positive and strong perception with regards to ease of doing business. Sound economic policies and proactive governance have also played their part in making Gujarat the most favoured investment destination.
On not disclosing size of MoUs
We have been repeatedly saying that the Vibrant Gujarat Summit is not about MoUs alone. The idea behind the Summit is to facilitate investments. Many a times, investments are made but they do not reflect in our records. This is why we avoided talking about the size of the MoUs. It was a conscious decision taken at the highest levels of the government.
We have developed an investor facilitation portal for tracking progress of the MoUs. The portal is being managed by Tata Consultancy Services. The firms that have signed MoUs can enter the details on the portal. In the case of any grievances, they can bring the same to our notice through the portal.
